Does it really work in rain and wind?

Yes. The dual plasma arcs are electric, not flame, so wind and rain do not put them out, and the case itself is waterproof and shockproof.

How many lights per charge?

About 300 uses, then roughly 2 hours to recharge through the built-in USB port with the included cable.

What else is built in?

A flashlight, a 120-decibel emergency whistle, and a paratinder lanyard, so the lighter covers light, signal, and tinder in one piece of kit.
