Is it fully waterproof or just water resistant?

It is a true dry bag: roll-top weatherproof construction designed to keep contents dry on the water, in storms and in the field.

What fits in 5 liters?

Phones, handheld radios, GPS units, cables and compact backup electronics, up to 11.2 lbs.

Does the shielding work when wet?

Yes. The Faraday layer blocks signals regardless of weather; the dry-bag shell keeps the inside dry at the same time.
